It is the calculation of lead line (freeboard) drafts and actual positioning of loadline markings on vessels in accordance with Philippine Merchant Marine Rules and Regulations and international conventions.

The company must have at least one licensed naval architect and marine engineer (RENAMARE), and its approving officer must also be a RENAMARE.

Loadline surveyors must have licenses as naval architect and marine engineer, mechanical engineer, maritime safety engineer, chief marine engineer, or master mariner with at least 1 year experience in loadline survey work and knowledge of relevant regulations; the company must have at least two loadline surveyors (one a RENAMARE) who passed the qualifying examination by MARINA.

The certificate of accreditation is valid for three (3) years, and the appointment as loadline assignor is valid for one (1) year; both are renewable before expiry.

Certificate of Accreditation costs P 800.00; Appointment as Loadline Assignor costs P 400.00 in addition to the accreditation fee; these exclude documentary stamps.

First Violation: P100/day (not exceeding P10,000) + warning; Second Violation: P300/day (not exceeding P15,000) + non-renewal for six months; Third Violation: P25,000 + non-renewal of license.

Updated listings of marine surveyors within 15 days from occurrence; replacement of approving officer within 15 days from replacement; annual accomplishment report within the first quarter of the following year.

They must send prior written notice to MARINA, which results in automatic cancellation of the accreditation certificate that must be returned; the company needs to secure new accreditation before resuming operations.

First Violation: P10,000 + warning; Second Violation: P15,000 + suspension of six months; Third Violation: P25,000 + cancellation of license.

The marine surveying company must first have a valid certificate of accreditation; the appointment as loadline assignor may be issued simultaneously or separately but accreditation is a pre-requisite.
