Q&A (PRC Resolution NO. 19)

The main purpose of the CPE program is to ensure that Registered Radiologic/X-ray Technologists keep abreast of technological advances, globalization, and modernization in their field, thereby improving their knowledge, skills, and competence to provide the highest standard of professional service to patients.

The CPE guidelines are mandated pursuant to Section 9(f) of R.A. No. 7431, "The Radiologic Technology Act of 1992," and Section 6(a) of P.D. No. 223.

The RTCPEC is the CPE accreditation committee of the Philippine Association of Radiologic Technologists (PART) responsible for promulgating, enforcing, and implementing the rules and guidelines on CPE for Registered Radiologic/X-ray Technologists.

The RTCPEC is composed of a Chairman, four members drawn from the academe, private sector, government sector, PART Board of Directors, and other officers. Consultants include the Chairman of the Board, the President of PART, and President of the Association of Radiologic Technologists. The Board appoints the Chairman and the four members from nominees submitted by PART's Board of Directors.

The Chairman must be a holder of a valid certificate of registration and professional license in Radiologic Technology, a member in good standing with the PART, a practitioner or academic with at least 10 years experience, possess proven management and administrative skills, be of known probity, have excellent rapport with members, and have good moral and professional integrity.

The Chairman and members serve a term of three years without renewal. The first Chairman serves three years, two members serve two years, and two members serve one year. The Vice-chairman serves at the pleasure of the council.

The RTCPEC promulgates and enforces CPE rules, coordinates with the Board and Commission for implementation, monitors CPE units earned by technologists, coordinates with PART and other providers, supervises secretariat, updates CPE materials, plans yearly activities, assists in organizing seminars, evaluates attendance, coordinates issuance of certificates of compliance, maintains records, implements dissemination systems, issues rules and regulations, and prepares the yearly budget.

The activity's scope must go beyond basic preparation to include advances and improvements in Radiologic Technology, enhance professional competence by upgrading knowledge and skills, have content related to Radiologic Technology or allied health professions concerning patient care, and may include professionalism, ethics, laws, moral values, management, and supervision related to health professionals.

Attendance as a participant in a national conference or convention earns 20 credit units, national conferences or seminars earn 15 credit units, hospital or school sponsored seminars earn 8 credit units, and international conferences earn 20 credit units.

A minimum of 60 CPE units is required for renewal of professional license three years after the resolution took effect.

Temporary exemptions are granted for incumbents of RTCPEC, Board members, PART officers, ASCRT officers, prolonged illness or disability (with medical certification), and work assignment or employment abroad for at least six months (with certification and passport copy).

The sponsoring organization must submit a request for accreditation to RTCPEC approximately two months before the activity date. The request must include program title, objective, target audience, content and hours, speakers' information, and program schedule. Upon accreditation, RTCPEC assigns credit units. An accreditation fee, not less than 15% of gross income from participants, shall be charged. The organizer must report completion of the activity to RTCPEC within two weeks.

They may apply by paying a prescribed fee and submitting their name, PRC license number, residence or chapter, certificate of attendance with credited units, and certification from the sponsoring agency confirming their participation.
