Q&A (MEMORANDUM)

Law enforcers and deputized agents are primarily responsible for checking the authenticity of the five-year validity driver's license cards during their daily operations.

If any of the stated overt features are absent, the driver's license card shall be confiscated and submitted to the Regional Office concerned for further investigation.

Three overt features include: (1) Same alignment of the Philippine flag and the LTO logo located at the uppermost left and right corners; (2) The card has a bluish color, not grayish; (3) Card Serial Number (CSN) consists of nine digits.

Only the expiration date on the front portion, and restrictions and conditions on the rear portion, are embossed on the card.

Covert features include: (1) An eagle on the face of the card visible with a special lens; (2) DOVID and LTO logo visible when tilting the card, including the RP Coat of Arms at some angle; (3) Rays of the sun visible at the lower-most right corner using a micro lens.

The confiscated license must be submitted to the Regional Office for investigation, and a report, including the license, should be submitted to the Central Office through the Executive Director, who then recommends necessary action for approval by the Assistant Secretary.

No, the signature of the licensee should not overlap with the printed signature of the licensee.

When dropped on a flat surface, the genuine card produces a solid sound.
