To provide guidelines to law enforcers and deputized agents to identify spurious fake 5-year driver’s licenses during daily operations, including when to confiscate suspected licenses and how to submit them for investigation.
Law enforcers and deputized agents are directed to check the overt features during their daily operations.
The license shall be confiscated in the absence of any of the said features, and then submitted to the Regional Office concerned for further investigation.
The same alignment of the flag and the LTO logo located at the uppermost left and right corners of the card.
The card must have a bluish color not grayish.
The CSN must consist of nine (9) digits.
Only the expiration date (front portion), and restrictions and conditions (rear portion) are embossed.
On top of the Assistant Secretary’s last name.
It must be in the format yyyy/mm/dd.
The signature of the licensee should not overlap with the printed signature of the licensee.
When dropped on a flat surface, the card should produce a solid sound.
The card is not shiny as compared to the laminated DL cards.
A special lens must be used to see the eagle on the face of the card.
The DOVID and the LTO logo, and at some point the RP Coat of Arms.
Using a micro lens, the rays of the sun can be seen at the lower most right corner of the card.
A report on the investigation, including the confiscated license, must be submitted to the Central Office through the Executive Director, who recommends the necessary action for approval by the Assistant Secretary.
The Assistant Secretary approves the necessary action.
It states “For strict compliance.”
The card should be treated as missing an overt feature and therefore confiscated, then submitted to the Regional Office for further investigation.
