All employees of the national government below the rank of Career Executive Service Officers and their equivalents are beneficiaries. This includes classes of positions like teachers, vocational placement officers, youth welfare and development officers, and certain occupational groups.
All eligible government employees are given a salary increase equivalent to five percent of their basic salaries.
Employees of government agencies that do not receive regular emoluments higher than those provided under the National Pay Plan are given an additional salary increase equivalent to ten percent of their basic salaries.
Teachers and related teaching positions, agricultural and agrarian reform technologists who are bachelor's degree holders, vocational placement officers, and youth welfare and development officers are included.
The veterinary services group and social welfare group receive the additional salary increase equivalent to five percent of their basic salaries.
Section 4 provides that the salary increase for teachers constitutes partial implementation of Republic Act No. 4670 (the Magna Carta for Public School Teachers), and that local public school teachers and related teaching positions shall receive the same increases as national government public school teachers.
Salary increases shall be funded from the Compensation and Organizational Adjustment Fund established under Executive Order No. 87.
The Department of Budget and Management (DBM) is tasked with prescribing the necessary guidelines for the implementation of EO No. 153.
EO No. 153 took effect on March 1, 1987.
