Republic Act No. 4194 grants Pio Romeo Garcia a franchise to construct, maintain and operate ice plants and cold storage and to distribute and sell ice manufactured in certain cities and municipalities in the Province of Rizal.
The franchise is granted for a period of twenty-five years after the approval of the Act.
The franchise covers the cities of Pasay, Caloocan, Manila, and Quezon, and the municipalities of Malabon, Navotas, San Juan, Mandaluyong, Makati, and Paranaque.
The total daily production capacity of all the ice plants installed and maintained shall not exceed one thousand tons.
The total capacity of all the cold storage facilities installed and maintained shall not exceed two thousand tons.
All machinery, equipment, and appurtenances used by the grantee shall be modern, safe, and first class in every respect.
If the grantee does not commence manufacturing ice within two years, except when prevented by force majeure or an act beyond control, the franchise will become null and void.
The schedule of rates, prices, and charges shall at all times be subject to regulation by the Public Service Commission.
The franchise is subject to amendment, alteration, or repeal by the Congress of the Philippines when public interest so requires.
If any competing franchise is granted with more favorable terms, those terms shall automatically apply equally to the grantee.
