Republic Act No. 11883. Its purpose is to convert the Governor Celestino Gallares Memorial Hospital in Tagbilaran City, Bohol into the Governor Celestino Gallares Multi-Specialty Medical Complex (GCGMMC) under the direct control and supervision of the Department of Health (DOH).

The GCGMMC consists of: (a) the Gov. Celestino Gallares Memorial Medical Center in Tagbilaran City, and (b) the Multi-Specialty Medical Center in the Municipality of Cortes, Province of Bohol.

It means the DOH has administrative and supervisory authority over the converted medical complex, consistent with the Act’s mandate that the GCGMMC is under DOH’s direct control and supervision.

Any future increases in bed capacity, health care facilities, service capability, and human resource complement must be based on the hospital development plan prepared by the DOH.

RA 11324 is amended accordingly, and RA 11883 also states that all laws, executive orders, issuances, rules and regulations inconsistent with it are modified accordingly.

The Act takes effect fifteen (15) days after its publication in the Official Gazette or in a newspaper of general circulation.

The unconstitutional part is severed, while the rest of the Act remains valid and enforceable.

DOH directly controls and supervises the GCGMMC (Sec. 1) and determines staffing patterns subject to DBM approval (Sec. 4), while appointments must comply with civil service rules.
