The primary objective is to develop basic/functional literacy in the mother language of the OCWs' prospective country of assignment.

Filipino overseas contract workers and prospective overseas contract workers can avail of the foreign language training courses.

Applicants must submit an accomplished application form, an original copy of a valid passport/seaman book/OWWA ID or any proof of overseas employment, and one 1" x 1" photo.

The language training initially offers courses in Arabic, Mandarin, and English, but is not limited to these languages.

The training is conducted at designated training rooms at the OWWA Development Center in Pasay City or at the OWWA Building in Intramuros, Manila.

The OCW or prospective OCW shall be compelled to pay the entire training cost.

The Manpower Development Benefits Department through the Training Assistance Division is responsible for development, monitoring, and evaluation, while the Field Services Office through the Manpower Development Division of NCR implements the project and assists in monitoring and evaluating effectiveness.

The necessary budget is provided as approved by the OWWA Board of Trustees.

The guidelines took effect immediately upon adoption on July 27, 1994.

Valid passport, seaman book, OWWA ID, or any proof of overseas employment may be submitted.
