They must submit: (1) an accomplished application form; (2) the original copy of a valid passport/seaman book/OWWA ID or any proof of overseas employment; and (3) one (1) 1x1 photo (one copy) for registration and acceptance.

When an OCW or prospective OCW fails to finish a course without justifiable reason/cause.

The MOI provides a deterrent and cost-recovery mechanism for non-completion without justifiable cause by compelling full payment of the training cost.

The Manpower Development Benefits Department (thru the Training Assistance Division).

The Field Services Office (thru the Manpower Development Division of NCR) implements the project, and it also assists the Manpower Development Benefits Department in monitoring and evaluating the training’s effectiveness.

It shall be provided with the necessary budget as approved by the OWWA Board of Trustees.

Immediately, as stated in the Effectivity clause.

It is an OWWA Memorandum of Instruction—an administrative issuance laying down guidelines for implementing foreign language training for OCWs and prospective OCWs.
