Questions (EXECUTIVE ORDER NO. 604)

It fixes the boundary lines between the newly created municipality of Doña Alicia and the municipalities of Tagum and Pantukan (all in the Province of Davao), and it transfers the seat of government of Tagum from Barrio Hijo to Barrio Magugpo, amending Executive Order No. 596, s. 1953.

The President acted pursuant to Section 68 of the Revised Administrative Code.

Between Alicia and Tagum: (1) the Hijo and Dumlan Rivers, and (2) a straight line from the source of the Dumlan River to the northeastern corner of Tagum’s territory.

Starting from a point on the Gulf of Davao where the boundary between the Moro Improvement Trading Company’s landholding and the barrio/sitio of Bangabong meets the water at high tide; then easterly following that boundary to the first southeastern corner of the Moro Improvement Trading Company landholding; then by a straight northeasterly line to a point where the Agusan River branches into Palmunian Creek and Lamopau Creek.

The Hijo River and the Dumlan River, plus a straight line from the source of the Dumlan River to Tagum’s northeastern corner.

Yes. It begins at the Gulf of Davao at high tide at the meeting point of two boundaries (the Moro Improvement Trading Company landholding boundary and the barrio/sitio of Bangabong).

It refers to the source of the Dumlan River (the “latter” river mentioned immediately before the phrase).

It transferred the seat of government from Barrio Hijo (noted as the legal but already abandoned seat) to Barrio Magugpo in the same municipality.

It indicates that, although Barrio Hijo was the legal seat under prior arrangements, government offices had already ceased to function there.

EO 604 states that Tagum’s municipal government offices were temporarily transferred in 1946 to Barrio Magugpo.

It amends Executive Order No. 596 dated May 28, 1953, by fixing the described boundaries and by transferring the seat of government of Tagum as stated.

It shall take effect immediately.

It provides specific geodetic clarity by connecting designated points (such as the river source to a territorial corner, or coastal/landholding points to a river-branching point) where boundaries are not purely river/coastal-following.

They use natural boundaries (rivers, creeks, shoreline at high tide) combined with straight-line segments connecting identifiable corners or points.

It ends at a point where the Agusan River branches into Palmunian Creek and Lamopau Creek.
