Presidential Decree No. 101 aims to regulate unauthorized operators of public utility motor vehicles in the Philippines to improve public safety and convenience, granting powers to the Board of Transportation to prescribe, redefine, or modify the lines, routes, or zones of service for operators.

Q&A (PRESIDENTIAL DECREE NO. 101)

The main objective is to expedite the methods in prescribing, redefining, or modifying the lines and modes of operation of public utility motor vehicles in the Philippines to address traffic congestion, unauthorized operators, and improve transportation services.

The Board of Transportation has the power to prescribe, redefine, or modify the lines, routes, or zones of service for public utility motor vehicles.

The Board can prescribe, redefine or modify lines/routes/zones, grant special permits for limited terms to supplement services or convert clandestine operators, and fix just and reasonable standards and regulations for operators.

'Clandestine operators' refer to unauthorized operators of public utility motor vehicles who operate in violation of existing laws, often providing unregulated and unsafe service.

The Board must proceed promptly along the method of legislative inquiry, conducting investigations, requiring cooperation from government agencies, holding conferences, and gathering data or position papers.

The Board may require assistance from the Bureau of Transportation, Philippine Constabulary (Highway Patrol Group), Department of Public Works, Transportation and Communications support agencies, and other relevant government offices.

The Board must adopt a just and reasonable system of priorities and reduce as much as possible any adverse effects on persons affected by the Decree.

Six months after promulgation, the Board, Bureau of Transportation, Philippine Constabulary, and police forces shall conduct a relentless drive to eliminate and punish all clandestine and unlawful operators of public utility motor vehicles.

All acts, parts of acts, executive orders, and regulations inconsistent with this Decree are repealed.

The Decree took effect immediately upon promulgation on January 19, 1973.
