Republic Act No. 10474

: The primary purpose is to separate the Esteban Madrona Memorial High School Binongaan Annex in Barangay Binongaan, Municipality of San Agustin, Province of Romblon from the Esteban Madrona Memorial High School and convert it into an independent national high school to be known as Eduardo M. Moreno National High School.
: Eduardo M. Moreno National High School is established as an independent national high school.
: All personnel, assets, liabilities, and records of the Esteban Madrona Memorial High School Binongaan Annex are transferred to and absorbed by the Eduardo M. Moreno National High School.
: The Secretary of Education is responsible for including the operationalization of the Eduardo M. Moreno National High School in the Department of Education's program.
: The initial funding shall be charged against the current year's appropriations of the Esteban Madrona Memorial High School Binongaan Annex.
: The amount necessary for continued operation shall be included in the annual General Appropriations Act.
: The Secretary of Education shall issue rules and regulations necessary to carry out the purpose of the Act.
: The Act takes effect fifteen (15) days after its publication in the Official Gazette.
: The Act pertains specifically to Barangay Binongaan, Municipality of San Agustin, Province of Romblon.
: It is converted into an independent national high school, separate from the original annex school.
