Republic Act No. 4571 is an Act providing for the establishment, operation, and maintenance of an experimental station and pilot school of cottage industries in the Municipality of Pasig, Province of Rizal, known as the Rizal Experimental Station and Pilot School of Cottage Industries.
It is located in the Municipality of Pasig, Province of Rizal, at a suitable site to be selected by the Director of Public Schools.
The station and school are established, operated, and maintained under the supervision of the Director of Public Schools.
The station and school are tasked with making studies and conducting experiments on different cottage industries, improving and perfecting their techniques and methods, familiarizing people with their potentialities, and providing professional, technical, and specialized instruction and training in them.
The Secretary of Education and the Secretary of Commerce and Industry shall jointly issue rules and regulations concerning the organization, administration, government, courses of study, fees, compensation, and other matters related to the station and school.
They cover the organization, administration, government of the station and school, the different courses of study, school fees, teachers' and employees' compensation and benefits, and all matters necessary to carry out the provisions of the Act.
The sum of five hundred thousand pesos (₱500,000) was authorized to be appropriated for the fiscal year 1965.
Future funds needed for operation and maintenance shall be included in the annual General Appropriations Act.
The Act took effect upon its approval on June 19, 1965.
The purpose is to improve and perfect cottage industry techniques and methods and to acquaint and familiarize people with their potential for economic development and livelihood opportunities.
