All government employees who belong to the career service, except those in the third level, are eligible to apply for the Scholarship Program.
Each agency may sponsor a maximum of six (6) scholars at any one time for each academic year.
A 'head of agency' means a person vested with sufficient authority to grant employees under his jurisdiction the privilege of the scholarship and to commit the agency to the scholarship program's requirements.
Scholars are selected through competitive examinations conducted annually by the Civil Service Commission.
Candidates with higher examination ratings are preferred over those with lower ratings if the number of passing nominees exceeds available scholarship slots.
The agency must shoulder all school expenses as billed by the university, provide book allowances, and support scholars with half-day work arrangements after the first semester and full-time study leave in the last semester.
A scholar must enroll within one year after passing the competitive exam, take at least nine (9) units per semester, and may take at least six (6) units in summer classes if availing of summer study.
Failure to pass any subject results in automatic discontinuation of the scholarship grant.
The scholar must render service in any branch of the government for two (2) years for every academic year of scholarship enjoyed, or reimburse the government for all expenses incurred during the scholarship.
