To entitle Armed Forces of the Philippines (AFP) officers and enlisted personnel to accumulate and commute vacation and sick leave credits under certain conditions, addressing forfeiture beyond the maximum authorized under Section 286 of the Revised Administrative Code, as amended.
They may accumulate vacation and sick leave credits in excess of ten (10) months.

By appropriations out of funds in the National Treasury not otherwise appropriated, and the Secretary of National Defense is authorized to use savings of the AFP for the same purpose; thereafter included in yearly AFP appropriation.
