RA 1831 is “An Act to provide new rates of pay and allowances for enlisted men of the Armed Forces of the Philippines and to repeal Republic Act No. 315 and certain provisions of Commonwealth Act No. 1, as amended.” It may be cited as the “Enlisted Men’s Pay and Allowances Act of 1957.”
It applies only to enlisted men of the Regular Force, with specific exceptions and special rules for the PEFTOK and other Philippine contingents or members while on overseas duty on missions involving actual, threatened, or anticipated armed hostilities.
Sections 4 to 13 (base pay, longevity pay, and allowances generally) do not apply to PEFTOK and other contingent/unit/individual members while on such overseas duty; instead, their rates are as provided in Section 17.

Longevity pay is based on number of years of continuous active service. Continuous active service in other AFP/armed forces of the Philippines, the U.S. prior to July 4, 1946, and/or recognized guerrilla units may be credited. If reenlisted within 60 days from honorable discharge, years from both enlistments are added for longevity. No back longevity pay for prior periods of service is authorized.
No. The law expressly provides that nothing in the Act authorizes payment of any back longevity pay for any period of service heretofore rendered.
For enlisted men of the Air Force (except those receiving air mechanic’s pay, hazardous duty pay, combat pay, or specialist’s pay) participating in regular and frequent aerial flights pursuant to orders by competent authority, the additional pay is equivalent to 50% of the base pay for their respective grades.
Naval enlisted men (except those receiving hazardous duty pay or combat pay) performing sea duty under competent authority receive additional pay equivalent to 10% of the base pay for their grades.
Enlisted men, except those receiving flying pay, air mechanic’s pay, sea duty pay, combat pay, or specialist’s pay, shall receive additional pay of 50% of the base pay, as provided by the Secretary of National Defense.
Enlisted men (except those receiving flying pay, air mechanic’s pay, sea duty pay, hazardous duty pay, or specialist’s pay) shall receive not less than ₱10.00 per month while engaged in combat as defined in regulations prescribed by the Secretary of National Defense.
Under regulations by the Secretary of National Defense, each enlisted man not furnished adequate quarters in kind for himself and/or dependents is granted quarters allowance at monthly rates not less than those specified. The amount depends on grade, whether in a provincial or city setting, and the number of dependents.
Dependents include: (1) lawful wife; (2) unmarried legitimate children under 21; (3) unmarried step-children and adopted children under 21 who are factually dependent; and (4) unmarried legitimate children/step/adopted children over 21 who are incapable of self-support due to mental/physical defect and are in fact dependent for over half of their support.
Enlisted men are entitled to rations, barracks accommodations, medical attendance, and clothing as prescribed. If not furnished rations in kind, they get a basic allowance for subsistence of not less than ₱1.00 per day; Navy enlisted on sea duty get an additional subsistence allowance of not less than ₱0.50 per day.
Under regulations, each enlisted man is granted clothing allowance of at least ₱75.00 upon original enlistment or reenlistment, plus a monthly allowance of at least ₱10.00, and an additional ₱20.00 upon each reenlistment entered into within two months after discharge due to expiration of the enlisted service.
They receive monthly base pay, overseas pay, and quarters allowance with a combined total not exceeding the amounts specified per grade (e.g., E-7 ₱420.00; E-1 ₱180.00).
Upon return to the Philippines, an overseas duty bonus of ₱100.00 is granted, but payment is not made more than once per person. It is not paid to those found guilty of specified Articles of War violations or awaiting trial for such violations, or those returned for discharge under conditions other than honorable.
No longevity pay is paid to such enlisted men while on overseas duty. However, any period of service rendered overseas is credited in computing longevity pay under Section 5 when they again become entitled due to relief from overseas duty.
