The Act may be cited as the "Enlisted Men's Pay and Allowances Act of 1957."
It applies only to enlisted men of the Regular Force of the Armed Forces of the Philippines, except that certain provisions do not apply to enlisted men of the Philippine Expeditionary Force to Korea or other contingents on mission overseas involving armed hostilities, whose pay and allowances are provided separately in section 17.
The enlisted grades are E-7 (Master Sergeant, First Sergeant, Chief Petty Officer), E-6 (Technical Sergeant, Petty Officer First Class), E-5 (Staff Sergeant, Petty Officer Second Class), E-4 (Sergeant, Petty Officer Third Class), E-3 (Corporal, Seaman First Class), E-2 (Private First Class, Seaman Second Class), E-1 (Private or Apprentice Seaman).
The monthly base pay for an E-7 enlisted man shall not be less than P121.00.
Longevity pay is given according to the years of continuous active service with specified rates increasing with service years. Continuous active service in the AFP, US Armed Forces prior to July 4, 1946, and recognized guerrilla units are credited. Service from reenlistment within 60 days from prior honorable discharge is also credited. However, no retroactive payment is authorized for past service.
They receive flying pay equal to fifty percent of the base pay for their respective grades, except those already receiving air mechanic, hazardous duty, combat, or specialist's pay.
Qualified first, second, and third-class air mechanics (not exceeding 15% of Air Force enlisted strength) who maintain flying equipment receive additional pay of not less than seventy-five pesos, fifty pesos, and twenty-five pesos respectively, provided they are not receiving other special pays.
Dependents include the lawful wife; legitimate unmarried children under 21; unmarried stepchildren and adopted children under 21 dependent on the enlisted man; and unmarried legitimate, step, or adopted children over 21 who are mentally or physically incapacitated and dependent for over half their support.
They are entitled to quarters allowance based on grade and number of dependents, a basic subsistence allowance not less than one peso per day, and clothing allowance with an initial seventy-five pesos upon enlistment or reenlistment plus monthly and additional reenlistment allowances.
PEFTOK enlisted men receive monthly base pay, overseas pay, and quarters allowance up to specified caps depending on grade, overseas duty bonus of 100 pesos once, family subsistence allowance paid once upon departure, and are disqualified from regular pay and allowances except those specified. No longevity pay is given during overseas duty, but service counts toward longevity upon return.
