Q&A (MEMORANDUM CIRCULAR NO. 50)

Under Republic Act No. 10844 or the DICT Act of 2015, the DICT serves as the primary policy, coordinating, implementing, and administrative entity of the Executive Branch that plans, develops, and promotes the national information and communications technology (ICT) development agenda.

The PICC 2018 aims to address the growing importance of cybersecurity in safeguarding the country's critical infrastructure and people, and to respond to the increasing incidents of cybercrime in the Philippines.

The PICC 2018 was held from October 25 to 26, 2018, at the Grand Regal Hotel in Davao City.

The Cybersecurity Bureau of the Department of Information and Communications Technology (DICT) held the PICC 2018.

All heads of government offices, agencies, instrumentalities, including government-owned or -controlled corporations, government financial institutions, and state universities and colleges are enjoined to support and participate.

Key ICT officials are authorized to attend the PICC 2018 on official time, with expenses for transportation, subsistence, lodging, and other fees chargeable against their respective offices and agencies.

Expenses must comply with the existing policies of the Civil Service Commission, Department of Budget and Management, and the Commission on Audit, and are subject to usual budgetary, accounting, and auditing rules and regulations.

It recognizes the need to improve the security and resilience of the country's cyberspace including its critical information infrastructure, government information environment, and private networks.

The Memorandum Circular No. 50 took effect immediately upon issuance on October 12, 2018.
