LTO Memorandum Circular No. 673-2006 establishes strict guidelines for the timely encoding and lifting of alarms for carnapped or recovered motor vehicles in the Law Enforcement and Traffic Adjudication System, mandating that requests be processed within 24 hours and supported by specific documentation to enhance efficiency and accountability.

To streamline and facilitate the processing of requests for encoding (placing on alarm) and lifting of LTO alarm for carnapped/stolen and recovered motor vehicles in the Law Enforcement and Traffic Adjudication System (LETAS).

The request must be endorsed by the regional director concerned to the Chief of Operations Division; the regional director must indorse it to their respective Chiefs Operations Division within twenty-four (24) hours from receipt, with a copy furnished the LTO Assistant Secretary for encoding/lifting, along with the mandatory documents.

From the time the Office of the Assistant Secretary or the regional office concerned received the request.
