The purpose is to streamline and facilitate the processing of requests for encoding and lifting of LTO alarms of carnapped or recovered motor vehicles in the Law Enforcement and Traffic Adjudication System (LETAS).

The Philippine National Police Traffic Management Group (PNP TMG) must officially transmit the request within 24 hours from the reported carnapping incident.

The Intelligence and Investigation Division (IID) evaluates the requests and prepares the required indorsements for the Data Control Section or Custodial Center.

Regional directors must endorse the requests to their respective Chiefs of Operations Division within 24 hours and send a copy to the LTO Assistant Secretary for encoding or lifting of alarm, along with the mandatory supporting documents.

The Data Control Section must validate all LTO documents attached to requests and encode the alarm or lifting of alarm in the LETAS within 24 hours from receipt.

Validation of documents at regional offices shall be undertaken by the respective Operations Divisions.

All PNP-TMG requests must be acted upon and placed on alarm within 24 hours upon receipt, counted from when the Assistant Secretary’s Office or the regional office received the request.

Violators shall be dealt with according to CSC rules and regulations and may face appropriate criminal charges.

A Monthly Monitoring Report for stolen/carnapped vehicles placed on or lifted from alarm must be submitted to the Assistant Secretary on or before the 15th day of the following month.
