Interconnection of the Metro Rail Transit (MRT), Light Rail Transit (LRT), and Northrail at Sangandaan, as well as MRT and PNR connections to Ninoy Aquino International Airport (NAIA) and Manila Domestic Airport.

The initial report and recommendations must be submitted not later than two months after the DOTC has convened.

The DOTC is authorized to call upon all other agencies for assistance and support as necessary and those agencies are directed to cooperate fully.

It took effect immediately upon its adoption on December 27, 2005.
