QuestionsQuestions (EXECUTIVE ORDER NO. 98)
RA 11725 converts the Don Jose S. Monfort Medical Center Extension Hospital in Barotac Nuevo, Iloilo into a tertiary hospital known as the Don Jose S. Monfort Medical Center, and provides for the necessary funding.
It is located in the Municipality of Barotac Nuevo, Province of Iloilo. Formerly, it was the Don Jose S. Monfort Medical Center Extension Hospital.
The hospital is under the direct control and supervision of the Department of Health (DOH).
The authorized bed capacity is increased from one hundred (100) beds to three hundred (300) beds.
Yes, but any future increase must be consistent with the hospital development plan prepared by the Chief of Hospital and submitted to the DOH.
Section 3 requires upgrading existing professional health care services, equipment, and facilities to be commensurate with the increased bed capacity; Section 4 requires increasing the existing workforce correspondingly (doctors, nurses, and support personnel).
The Chief prepares the hospital development plan and submits it to the DOH to ensure consistency with any future bed capacity increases.
The Secretary of the DOH, after consultation with the Chief of the Hospital and in coordination with the Secretary of the DBM and the Chairperson of the Civil Service Commission, determines the additional new positions to be created and filled up.
The DOH Secretary leads the process, consulting the hospital Chief and coordinating with the Secretary of the Department of Budget and Management (DBM) and the Chairperson of the Civil Service Commission (CSC).
The Secretary of the DOH must immediately include the implementation of the Act in the DOH program, and the funding must be included in the annual General Appropriations Act.
It takes effect fifteen (15) days after its publication in the Official Gazette or in a newspaper of general circulation.
All laws, decrees, executive orders, and other presidential issuances inconsistent with RA 11725 are repealed, amended, or modified accordingly.
It establishes a higher category/status for the facility, which legally requires upgrading services, facilities, equipment, and staffing to conform with tertiary hospital standards commensurate with the increased bed capacity.
It serves as the basis for determining whether future bed capacity increases are consistent with planned growth and DOH-approved development targets.
It links the increase in bed capacity (Sec. 2) with mandated upgrades of services/equipment/facilities (Sec. 3) and corresponding increases in workforce (Sec. 4), ensuring the hospital can support its expanded capacity.
It imposes a prompt administrative duty on the DOH to incorporate the Act’s implementation into its programming, subject to funding inclusion in the annual General Appropriations Act.
