The NAPOLCOM is mandated by Article XVI, Section VI of the Philippine Constitution and Republic Act No. 6975, as amended by RA No. 8551, to administer and control the Philippine National Police (PNP).

The Chief of the PNP is directed to require all Police Stations nationwide to place a directory or list of names of all organic PNP personnel at the entrances of every Police Station.

The purpose is to promote transparency and enable the general public to easily identify the police personnel at the Police Stations.

NAPOLCOM exercises its authority pursuant to Article XVI, Section VI of the 1987 Constitution and Republic Act No. 6975 as amended by Republic Act No. 8551.

NAPOLCOM reviews plans and programs, formulates policies and procedures regarding control, acquisition, distribution, inventory, and disposal of supplies and equipment, and oversees transportation, procurement, and maintenance needs of the PNP. It also provides staff and technical advice on logistical, communications, information systems, and crime laboratory services.

The Memorandum Circular takes effect fifteen (15) days from the date of filing with the University of the Philippines Law Center, in accordance with the Administrative Code of 1987.

Jesse M. Robredo, the Secretary of the Department of the Interior and Local Government (DILG), signed it as Chairman of NAPOLCOM.

'Organic PNP personnel' refers to the regular and officially assigned members of the Philippine National Police stationed at a particular Police Station.

The memorandum does not explicitly state any penalties or sanctions for non-compliance.
