To increase utilization of the Philippine International Convention Center (PICC), government agencies are directed to prioritize the facility for their official activities and events, with the PICC offering special packages and incentives to attract government clients.

Q&A (MEMORANDUM CIRCULAR NO. 14)

The primary purpose is to direct all government departments, bureaus, offices, agencies, and instrumentalities to give preference to the Philippine International Convention Center (PICC) as the venue for their official local, regional, national, and international events.

The Philippine International Convention Center (PICC) is mandated to be preferred as the venue for official events.

All government departments, bureaus, offices, agencies, instrumentalities, government-owned or -controlled corporations, government financial institutions, other government corporate entities, and state universities and colleges are covered.

Conventions, conferences, meetings, seminars, workshops, symposiums, exhibitions, commencement exercises, and other similar official activities and events are covered.

Presidential Decree No. 520 (s. 1974), as amended, established the Philippine International Convention Center.

It prefers that government agencies lease publicly-owned real property or conference venues from other government agencies and requires justification if privately-owned venues are used instead, thus supporting the preference for the PICC.

They must justify that the privately-owned venue is more efficient and economical to the government than using the PICC.

The PICC is directed to develop and offer special packages, discounts, and other incentives for official and governmental activities and events, ensuring they are competitive but not detrimental to PICC's financial viability.

It took effect immediately upon issuance on February 14, 2017.
