The primary policy is to foster the creation and growth of cooperatives as a practical vehicle for promoting self-reliance and harnessing people power towards economic development and social justice.
The ARG is empowered to formulate and implement cooperative development plans, conduct training and management programs, support cooperative organization, coordinate with local government units and private sector, require financial reports from cooperatives, assist in financial arrangements, administer grants, mediate disputes, formulate policy initiatives, and perform other necessary functions related to cooperative laws in ARMM.
The regulatory functions of the CDA relating to registration and cancellation of certificates of registration of cooperatives, including reporting requirements, will be governed by a Memorandum of Agreement (MOA) between the CDA and the ARG.
The ARG is required to formulate its own standards for cooperatives in accordance with existing laws, rules, regulations, as well as local practices and traditions.
The CDA shall make available such technical assistance as may be necessary to enable the ARG to effectively carry out the objectives of the Executive Order.
The CDA, in consultation with the ARG, shall issue the implementing rules and regulations within sixty (60) days from the effectivity of the Executive Order.
The ARG must submit quarterly reports on the status of implementation to the President.
Shared powers include cooperative education, training, division, merger, consolidation, and dissolution. These are jointly implemented and funded by the CDA and ARG based on a Memorandum of Agreement between the parties.
If any part or provision of the Executive Order is held unconstitutional or contrary to law, the remaining parts or provisions not affected shall continue to be in full force and effect.
The CDA-ARMM shall establish an Extension Office to perform the shared and retained powers, functions, and responsibilities of the CDA during the one-year transition period as provided by the MOA between CDA and ARG.
The Executive Order took effect fifteen (15) days after its publication in a national newspaper of general circulation and one newspaper of general circulation in the ARMM.
