Executive Order No. 95 designates the Cooperative Development Authority as the lead government agency in promoting, developing, and regulating cooperatives in the Philippines, emphasizing the need for coordination among government agencies and the establishment of Cooperative Development Councils.

The Cooperative Development Authority (CDA) is mandated to promote the viability and growth of cooperatives as instruments of equity, social justice, and economic development.

The CDA was created under Republic Act No. 6939.

The CDA is designated as the lead government agency in the promotion, development, and regulation of cooperatives of whatever type and nature throughout the Philippines.

All government branches, instrumentalities, subdivisions, and agencies with programs and projects concerning cooperatives are required to coordinate such programs and projects with the CDA.

The coordination aims to provide a comprehensive technical and financial program for cooperatives nationwide.

A National Coordinating Committee chaired by the CDA is created for this purpose.

Cooperative Development Councils at the national, regional, provincial, and city levels are established under the coordination of the CDA.

The CDA shall formulate and implement the mechanisms and guidelines necessary to promote, develop, regulate, and coordinate cooperative programs nationwide.

Integration and unity in purpose and beneficiaries are necessary to prevent structural collapse of the cooperative sector.
