It was created and designated pursuant to the powers vested in the President under Republic Act (RA) No. 7916 (Special Economic Zone Act of 1995), as amended by RA No. 8748, upon recommendation of the PEZA Board of Directors.
The proclamation creates and designates a building known as GT Times Square Cebu, under construction, as an Information Technology (IT) Center.

It was bounded on the NE by Road Lot 2; on the SE by Road Lot 2, Lot 522-A-2, and Road Lot 4; on the SW by Lot 2, Block 3; and on the NW by Lot 4, Block 3 (as per the consolidation and subdivision plan).
It was bounded on the NE by Lot 1, Block 3; on the SE by Road Lot 4; on the SW by Road Lot 3; and on the NW by Lot 3, Block 3 (all based on the consolidation-subdivision plan).
To precisely identify the subject lots through survey measurements, bearings, and references so the designated area can be verified on the ground and matched with official land records.
It begins at a point marked “a1” on the plan, described as being N. 39 deg. 38' E., 419.89 m. from Mon. C. Banilad Estate.
It stated a declination of 1 deg. 22' E., with the original survey dated August 1906 to July 1907, and the subdivision survey dated August 7–12, 1937.
It clarifies that the IT Center designation applies to the building as it is under construction within the designated property, consistent with the applicable PEZA framework allowing development within the zone area.
It was signed by Benigno S. Aquino III, President of the Philippines, with attestation/issuance by Paquito N. Ochoa, Jr., Executive Secretary (acting “By the President”).
