MEMORANDUM ORDER NO. 268

: The Department of Education (DepEd), Department of Public Works and Highways (DPWH), Department of the Interior and Local Government (DILG), National Police Commission, and the Philippine National Police (PNP) along with their respective officials and personnel were deputized.
: The conversion is pursuant to Republic Act No. 9434.
: Section 2, (4), Article IX (C) of the 1987 Philippine Constitution.
: The July 28, 2007 plebiscite to ratify the conversion of the Municipality of Cabadbaran into the City of Cabadbaran.
: They are directed to coordinate and cooperate with the Commission on Elections (COMELEC) to effectively perform their duties and functions related to the plebiscite.
: It took effect immediately upon issuance on August 9, 2007.
: The COMELEC deputizes various agencies and coordinates the conduct of the plebiscite ensuring its proper and lawful execution.
: The President relies on the constitutional provision in Article IX (C), Section 2, (4) of the Constitution which governs the powers and functions of the COMELEC and related election matters.
