The purpose of the DR System is to establish guidelines and prescribe rules and procedures for reporting minor infractions committed by uniformed and non-uniformed personnel in the PNP, covering offenses during office and non-office hours, and to provide corresponding demerits for these infractions. The system is not punitive in nature.
Awarding Authorities include the Chief of the PNP, the Command Group, Heads of Directorates, Regional Directors or equivalent supervisors, Provincial Directors or equivalent supervisors, Chiefs of Police or equivalent supervisors, and other supervisors as specified in the circular.
Minor infractions are acts or omissions committed by both uniformed or non-uniformed PNP personnel which serve as basis for awarding demerits, as enumerated in the annex of the Circular.
Demerits refer to numerical marks given against a PNP personnel committing a minor infraction.
The Reporting Officer, who is a PCO, PNCO, or NUP higher in rank or grade than the offender, may issue a Delinquency Report immediately upon witnessing a minor infraction or report it to the Administrative Officer for proper disposition.
The DR is issued in quadruplicate, with the offender required to write an explanation. Copies are given to the offender, Reporting Officer, Admin Officer, and DPRM. The offender must submit the explained original copy to the Admin Officer within 24 hours, who then evaluates and recommends whether to revoke or award demerits. The Admin Officer furnishes the offender a copy and maintains records.
The offender may render one (1) hour of community service duty for every one (1) excess demerit within the following month after exceeding the allowable demerits.
The offender shall be rated POOR in his/her Performance Evaluation Rating (PER) for the period and may be subjected to appropriate disciplinary action.
