QuestionsQuestions (EXECUTIVE ORDER NO. 416)
It delineates and places the specified territorial area (the Port Zone) under PPA’s administrative jurisdiction, authorizing PPA to implement zoning, planning, development, and utilization of the port facilities consistent with government regional industrial plans.
The Philippine Ports Authority (PPA).
It delineates the territorial jurisdiction of the Port of San Jose by describing the Port Zone’s boundary using a points-and-bearing distance technical description.
By a technical survey method: it begins at a “point marked 1” on a plan, then proceeds sequentially to points 2, 3, 4, 5, and back to point 1, specifying distances and bearings for each segment.
Approximately 405,467.91 square meters (sq. m.), more or less.
To accommodate projected increases in port traffic and to allow programming of development of the necessary port facilities to support shipping demands within the region.
PPA must implement a program for proper zoning, planning, development, and utilization of the port consistent with regional industrial plans of the Government.
It repeals or modifies any prior orders, proclamations, issuances, or portions thereof that are inconsistent with EO 416.
Immediately.
Delineation clarifies the geographic scope of PPA’s administrative control and helps determine the area covered for zoning, planning, development, and port operations/management.
It is based on a precise technical boundary description using survey points, bearings, and distances.
That the computed area is approximate due to surveying and measurement tolerances, and that the controlling factor is the described boundary lines/points.
President Fidel V. Ramos signed it; Luis C. Liwanag II acted as Executive Secretary.
The inconsistent provisions are repealed or modified accordingly.
