Q&A (BAI ADMINISTRATIVE ORDER NO. 05, S. 2006)

Animal feeds, feed ingredients, specialty feeds, and special nutrient preparation feeds are governed under Republic Act (RA) 1556, or the Livestock and Poultry Feeds Act. Veterinary drugs and other certain products are governed under RA 3720 or the Food, Drugs and Devices and Cosmetics Act.

All animal feeds, feed ingredients, specialty feeds, special nutrient preparation feeds, and single or two-component feed supplements or additives such as amino acids, fatty acids, sugars, aromatics, attractants, colorants/dyes, flavor/taste enhancers, pellet binders, pigmenters, preservatives, stabilizers, sweeteners, and toxin binders.

Feed supplements and additives not classified under RA 1556, and finished feeds containing anti-infectives/antibacterials/antibiotics/antimicrobials, anticoccidials, enzymes, hormones, immuno-stimulants, larvicides, prebiotics, probiotics, repartitioning agents/carcass modifiers.

An inspection fee of sixty centavos (P0.60) per metric ton is imposed on these feeds, whether locally manufactured or imported for trading purposes.

A fee of twenty-five centavos (P0.25) per kilo is imposed on feed supplements and additives whether locally manufactured or imported for trading purposes.

No, VDAP and feed products for own consumption or raw materials for manufacturing purposes are exempted from the inspection fee.

To clarify and delineate the registration process and classification of animal feeds, feed ingredients, specialty feeds, special nutrient preparation feeds, and veterinary drugs and products (VDAP).

Under Administrative Order No. 39, series of 2005, dated December 28, 2005.

The order was recommended by Davinio P. Catbagan, DVM, Officer-in-Charge of the Office of the Director, and signed by Domingo F. Panganiban, Secretary.

These finished feeds must be registered following the provisions of RA 3720, the Food, Drugs and Devices and Cosmetics Act.
