Provincial Governors are designated as deputies of the National Police Commission, responsible for selecting PNP provincial directors, overseeing public safety initiatives, and ensuring effective law enforcement within their jurisdictions.

The provincial governor is automatically deputized as a representative of the National Police Commission upon being elected and having qualified.

They: (1) choose the PNP provincial director from a list of three eligibles recommended by the PNP Regional Director, after consultation with NAPOLCOM Regional Director/concerned regarding credentials and suitability; (2) as Chairperson of the Provincial Peace and Order Council (PPOC), oversee implementation of the Provincial Public Safety Plan and coordinate supervision/monitoring of campaigns against illegal drugs and illegal gambling; and (3) conduct inspection and audit of police stations for operational preparedness and effectiveness, plus other authorized functions.

It is the power to ensure that the police units/elements perform their duties properly according to existing laws and NAPOLCOM rules/regulations, so that the overall mission of the PNP to maintain law and order and ensure public safety in the province/city/municipality is effectively attained.

The provincial governor exercises general supervision over the PNP provincial director; the governor must ensure proper performance of duties by the PNP provincial office and the city/municipal police offices within the province, consistent with laws, NAPOLCOM policies, and other competent authorities.

The governor may conduct inspections and audits of personnel, performance, and facilities of the PNP provincial office and police offices/units of cities/municipalities in the province, to assess preparedness and effectiveness, and to identify standards and deficiencies.

The governor may issue directives for the conduct of police operations in the province to stop illegal activities and neutralize criminal syndicates, particularly those involving illegal gambling and drugs.

When necessary to enforce law and order and ensure public safety in a city/municipality within the province—particularly to suppress violence/disorder and ensure enforcement of law.

The provincial governor may call the PNP provincial director to meetings and conferences on matters of peace and order and public safety.

The governor shall issue appropriate guidance to the PNP provincial director on prescribed standards and the deficiencies noted during inspection.

The governor shall furnish appropriate reports and recommendations to the PNP Regional Director, after giving such guidance/advice, if the office fails to improve its performance and/or follow laws, rules, or regulations.

The governor may take appropriate administrative or criminal action against an erring provincial police member.

They must: (a) formulate implementing plans to operationalize directives in coordination with concerned Chief of Police; (b) direct subordinate police units for public service activities requested by the governor (without prejudicing the primary mission); (c) undertake campaign against illegal gambling operations as inherent function and/or as directed; (d) assist PPOC in formulation of IA/CPSP and render periodic reports on plan implementation as law enforcement component; (e) render periodic and regular reports on peace and order situation; (f) submit accomplishment reports as required; (g) conduct inspection and audit of personnel/performance/facilities of the provincial police office (Internal Audit); and (h) impose administrative punishments for minor internal-discipline offenses pursuant to Sec. 41(b-2) of R.A. No. 6975 as implemented by NAPOLCOM MC 96-010.

The total period shall not exceed thirty (30) days.

Admonition or reprimand; restrictive custody; withholding of privileges; forfeiture of salary or suspension; or any combination of the foregoing (subject to the 30-day maximum total period).

The provincial governor ensures that deputized mayors exercise general supervision and control functions over the PNP units in their jurisdictions within NAPOLCOM standards and guidelines.

Highly independent urbanized cities and independent component cities shall be independent of the province.
