The Pambansang Pabahay Para sa Pilipino Program is declared a flagship program of the government, with the Department of Human Settlements and Urban Development as the lead implementing agency, responsible for acquiring and developing lands for housing purposes, with support and assistance from other government agencies, and funding allocated from the annual General Appropriations Act.

The Pambansang Pabahay Para sa Pilipino (4PH) Program is declared as a flagship program of the government.

The Department of Human Settlements and Urban Development (DHSUD) is the lead implementing agency of the 4PH Program.

They are directed to conduct an inventory of lands they own and administer, including idle lands unused for at least 10 years, and submit a complete list to the DHSUD within 60 calendar days from the issuance of the Order.

The DHSUD owns and administers government-owned lands not used for their original purpose for at least ten years and identified as suitable for urban development, excluding lands held in trust by GOCCs for their members.

The DHSUD shall acquire ownership and/or administration of the identified lands and carry out immediate development for housing and human settlement purposes.

The LRA is mandated to assist agencies in preparing their land inventories by providing lists of titles and certified true copies, cancel titles of identified lands registered to agencies, and re-issue new titles in the name of the DHSUD.

The DHSUD, by itself or through Key Shelter Agencies, can initiate the expropriation of lands when necessary for housing and human settlement purposes, subject to existing laws, rules, and regulations.

Section 9, Article XIII of the Constitution declares the State's policy to make available decent housing to underprivileged citizens and Section 17, Article VII grants the President control over executive departments and the power to ensure faithful execution of laws.

They are required to submit regular reports on the status of the 4PH Program implementation and their compliance with this Order.

Funding shall be charged against current and available appropriations of concerned agencies, with succeeding years' requirements included in the annual General Appropriations Act.

The provisions not affected shall remain in full force and effect due to the separability clause.

The DHSUD shall determine the appropriate staffing pattern, propose additional positions necessary for the program, and submit these to the Department of Budget and Management for review and approval.
