The purpose of Proclamation No. 326 is to declare the fourth Monday of September of every year as "Kainang Pamilya Mahalaga" Day, amending Proclamation No. 1895 (s. 2009), to highlight and celebrate the value of families sharing meals together as a national tradition.
Section 12, Article 2 of the 1987 Constitution declares that the State shall recognize the sanctity of family life and shall protect and strengthen the family as the basic social unit, which supports the declaration of Kainang Pamilya Mahalaga Day.
Previous related proclamations include: Proclamation No. 60 (s. 1992) declaring the fourth week of September as Family Week; Proclamation No. 847 (s. 1996) declaring the fourth Sunday of September as Family Thanksgiving Day; and Proclamation No. 1895 (s. 2009) declaring the fourth Monday of September of 2009 as Salu-Salo ng Pamilya Mahalaga Day.
The proclamation recognizes the common family meal as a meaningful tradition where all members are present to signify unity and thanksgiving for God's blessings, and it also encourages parents to stay connected with their children and understand their challenges.
The National Committee on the Filipino Family (NCFF) is mandated to lead the national observance of Kainang Pamilya Mahalaga Day.
Heads of all Departments, government agencies, Government-Owned and Controlled Corporations (GOCCs), Local Government Units (LGUs), and other government instrumentalities are required to support the NCFF in activities related to the event.
National and local publications, television, and radio stations are encouraged to help generate awareness and public support for activities promoting the observance of Kainang Pamilya Mahalaga Day.
The original name was Salu-Salo ng Pamilya Mahalaga Day.
Executive Order No. 238 (s. 2003), which amended EO No. 241 (s. 1995), expanded the powers and membership of the National Steering Committee of the Family Week, renaming it as the National Committee on the Filipino Family (NCFF).
Proclamation No. 326 repeals or modifies Proclamation No. 1895 (s. 2009) and all other orders, rules, regulations, and issuances inconsistent with its provisions, renaming and establishing the observance as Kainang Pamilya Mahalaga Day annually.
