Republic Act No. 11407 declares the Candon City Ecotourism Zone located in the City of Candon, Ilocos Sur as a tourist destination and provides for its development and appropriation of funds.
The Department of Tourism (DOT) is primarily responsible for prioritizing the development of the Candon City Ecotourism Zone.
The barangays included are Barangay Palacapac, Barangay San Andres, Barangay Cubcubbuot, and Barangay Amguid.
The Candon City Ecotourism Zone covers an area of approximately three hundred ninety-five and 25/100 (395.25) hectares, more or less.

The DOT and its attached agencies must implement the plan immediately, incorporate it into their tourism program for the ensuing year, and include the zone in all national, regional, and local tourism promotion activities.
Funding for the implementation shall be included in the annual General Appropriations Act and may also come from internally generated funds of the DOT.
Within sixty (60) days from the effectivity of the Act, the Secretary of the DOT, in consultation with the Candon local government unit, shall promulgate the necessary rules and regulations.
The Act took effect fifteen (15) days after its publication in the Official Gazette or a newspaper of general circulation.
