Proclamation No. 1076 declares the period from 12 December 2020 to 11 December 2021 as the Centennial Year of Manlilikha ng Bayan Salinta Monon to honor her contributions to the nation's cultural heritage.

Salinta Monon is a member of the Bagobo Tagabawa community in Davao del Sur recognized as Manlilikha ng Bayan for her excellence and dedication to the art of abaca-ikat weaving.

Section 15, Article XIV of the 1987 Philippine Constitution requires the State to conserve, promote, and popularize the nation’s historical and cultural heritage and resources, including artistic creations.

RA 7355 declares it State policy to preserve and promote the country’s traditional folk arts and to honor and support traditional folk artists by encouraging and passing on their artistic skills to future generations.

The NCCA leads the observance and celebration of the Centennial Year of Salinta Monon and is tasked with promoting genuine appreciation among Filipinos of the cultural distinction of the Manlilikha ng Bayan.

All agencies and instrumentalities of the National Government, including government-owned or controlled corporations, state universities and colleges, local government units, non-government organizations, civil society groups, and the private sector are encouraged to participate and support the NCCA.

She was declared Manlilikha ng Bayan for her highest level of excellence in abaca-ikat weaving and her dedication in demonstrating the creative possibilities of the craft at a time when it was endangered.

The Centennial Year aims to promote awareness, conservation, and appreciation of Salinta Monon’s intangible cultural contributions and to continue the legacy of Filipino traditional folk arts.

The President of the Philippines, by virtue of the powers vested by the Constitution and existing laws, has the authority to declare such national observances.

The Proclamation enjoins and encourages government agencies, local governments, NGOs, civil society, and private sectors to participate actively in supporting cultural heritage activities related to the Centennial Year celebration.
