RA 10674 establishes the Davao del Norte Regional Sports Academy located in the Davao del Norte Sports and Tourism Complex in Tagum City, Province of Davao del Norte.
The law designates the Davao del Norte Regional Sports Academy as the primary sports development and training center for the Davao Region.
The Provincial Government of Davao del Norte, in coordination with the Philippine Sports Commission (PSC), is mandated to upgrade, improve, and modernize existing facilities, equipment, and personnel.
Section 2 requires coordination between the Provincial Government of Davao del Norte and the PSC for the integration of upgraded facilities and for overall implementation of the academy.
They must create necessary training programs and competitions and establish a system for maintaining and managing the facilities to meet the objectives of the Act.
Funding comes from the Provincial Government of Davao del Norte and such funds as may be granted by the PSC and by the Office of the President; grants and endowments from local or foreign sources for sports development may also be obtained.
It requires the Secretary of Education to immediately include in DepED programs the operation of the academy, with funding included in the annual General Appropriations Act.
The PSC, in coordination with DepED and the Provincial Government of Davao del Norte, must promulgate the IRR within ninety (90) days after enactment.
The Act takes effect fifteen (15) days after its publication in the Official Gazette or in a newspaper of general circulation.
Because Section 4 states that the funding for the academy’s operation, included as a DepED program, shall be included in the annual General Appropriations Act—meaning operational funding depends on yearly appropriation.
