The creation of Sarangani is subject to the approval of the majority of votes cast by the voters of the affected areas in a plebiscite conducted by the Commission on Elections within 120 days from the effectivity of the law.

The election shall be held simultaneously with the forthcoming synchronized national and local elections in May 1992. If that is not possible, a special election shall be held within 60 days after the plebiscite.

They shall be divided proportionately by the President of the Philippines upon the recommendation of the Commission on Audit.

It took effect upon its publication in at least two newspapers of general circulation.
