Except as otherwise provided in the Act, all provisions of law applicable to regularly organized provinces shall apply to Sarangani.
The President of the Philippines, upon the recommendation of the Commission on Audit.
They shall be divided proportionately between the Province of South Cotabato and the Province of Sarangani.
Upon publication in at least two (2) newspapers of general circulation.
It reflects local consent/rule that affected voters must approve the territorial political subdivision’s creation or division through plebiscite.
The creation of the Province of Sarangani as provided in the Act would not proceed/would not be effectuated because it is expressly subject to majority approval in the plebiscite.
Because it ensures that Sarangani is governed by the same statutory framework applicable to other regularly organized provinces, including their government structures and related legal rules.
