The applicant developer/proponent must file a sworn Undertaking that the project shall be completed within one year from issuance of permits for projects under five hectares, or at a rate of at least five hectares per year for projects covering five hectares or more.

Penalties include cancellation or suspension of permits, permanent or limited suspension from engaging in real estate development or housing projects, and reversion of the land to its original agricultural status.

CREBA or similar NGOs may set up desks within SHOPCs to provide private sector monitoring, assist in coordination between the desks and other government agencies, and provide manpower support to facilitate processing and approvals.

The HLURB Desk accepts applications, inspects project sites, recommends land conversion to DAR, evaluates applications and plans, issues locational clearances and licenses to sell, certificates that sites are not environmentally critical areas (subject to conditions), and other related duties.

Agencies must submit zoning plans, land-use maps, master lists and maps of irrigated lands, environmentally critical areas, lands under CARP, and urban and urbanizable area maps, among other documents, within 30 days of the order and regularly thereafter.
