The main purpose is to create a Regional Development Committee (RDC) under the NEDA Board to promote regional development, address disparities, and coordinate national and regional/local planning and resource allocation.
The NEDA Director-General serves as the Chairman of the NB-RDC.
Members include the Secretary of Budget and Management, Secretary of Interior and Local Government, three RDC Chairs representing Luzon, Visayas, and Mindanao, and four regional development experts from the private sector and academe.
The NB-RDC formulates and monitors policies to reduce regional disparities, serves as a clearinghouse for regional policy proposals impacting multiple regions, formulates and monitors the Medium-Term Philippine Development Plan's regional development framework, directs guidelines for regional budget allocation, and reviews regional configurations with recommendations.
The NB-RDC Technical Board is a body created to provide technical support to the NB-RDC for effective policy formulation and implementation.
It is chaired by the NEDA Deputy Director-General for Regional Development and includes three NEDA Regional Directors (one each from Luzon, Visayas, and Mindanao), representatives of NB-RDC member agencies, and four regional development experts from the private sector and academe.
The funds will be drawn from the NEDA budget for the first calendar year.
Fund requirements for succeeding years shall be provided in the General Appropriations Act.
All previous issuances inconsistent with the provisions of this Executive Order are repealed or modified accordingly.
