The incumbent vice-mayor of Hungduan who is a permanent and bona fide resident of what will remain as Hungduan will automatically become its mayor.

Incumbent councilors residing in the new municipality will be absorbed into its council, and the President will appoint additional councilors if needed. The same process applies to the mother municipality.

The Commission on Elections (COMELEC) shall conduct and supervise the plebiscite, and the expenses will be charged to local funds.

The Act shall take effect upon its approval on March 16, 1982.
