The law is titled 'An Act Creating the Municipality of Tinoc in the Province of Ifugao,' and its subject is the creation of the new Municipality of Tinoc by separating certain barangays from the Municipalities of Hungduan and Banaue in the Province of Ifugao.
The barangays Ahin, Danggo, Tinoc, Tucucan, Tulludan, Gumhang, Wangwang, and Binablayan were separated from the Municipality of Hungduan.
The barangays Bokiawan, Nunggulunan, Hapao, and Loboong were separated from the Municipality of Banaue.
The seat of government of the Municipality of Tinoc shall be at Barangay Tinoc.
The east boundary is the ridge of Julongan Mountain in Kiangan extending to Maduntog Mountain ridge, the west boundary is the recognized boundary between Benguet and Ifugao provinces from Mt. Pulog to Mt. Data in Mountain Province, and the north boundary starts from Mt. Data to the ridge of Julongan Mountain following Inlimog River and crossing Wangwang River.
A plebiscite must be conducted within 120 days after the approval of the Act among the areas composing the proposed municipality, requiring a majority vote in favor.
The incumbent mayor of Hungduan, provided he is a permanent and bona fide resident of Tinoc, will automatically be the mayor of the new Municipality of Tinoc.
The incumbent vice-mayor of Hungduan who is a permanent and bona fide resident of what will remain as Hungduan will automatically become its mayor.
Incumbent councilors residing in the new municipality will be absorbed into its council, and the President will appoint additional councilors if needed. The same process applies to the mother municipality.
The Commission on Elections (COMELEC) shall conduct and supervise the plebiscite, and the expenses will be charged to local funds.
The Act shall take effect upon its approval on March 16, 1982.
