The primary purpose of Batas Pambansa Blg. 345 is to create the Municipality of Nagtipunan in the Province of Quirino by separating certain barangays from the Municipality of Maddela and constituting them into a distinct and independent municipality.
The barangays separated from the Municipality of Maddela to form Nagtipunan are San Dionisio II, Anak, Ponggo, Landingan, Wasid, Matmad, San Ramos, San Pugo, La Conwap, Sangbay, Mattaddi, Guino, and Old Gumiad.
The seat of government of the Municipality of Nagtipunan shall be in Barangay Ponggo.
Nagtipunan is bounded on the north and northeast by the municipalities of Maddela and Aglipay, Quirino; on the south by the Province of Aurora; on the southwest and west by the Municipality of Dupax del Norte, Province of Nueva Vizcaya; and on the northwest by the Municipality of Kasibu, Province of Nueva Vizcaya.
The Municipality of Nagtipunan contains an approximate area of 160,740 hectares, more or less.
A plebiscite must be conducted and ratified by a majority of the votes cast in the areas constituting the proposed municipality within 120 days after the approval of the Act.
The President of the Philippines shall appoint the first mayor, vice-mayor, and eight councilors after ratification of the plebiscite.
Appointed officials shall hold office until their elected successors, chosen during the next local election, have qualified.
The Commission on Elections (COMELEC) is responsible for conducting and supervising the plebiscite.
The expenses for the plebiscite shall be charged to local funds.
The Act took effect upon its approval on February 25, 1983.
