A plebiscite must be conducted in the areas constituting the proposed municipality within 120 days after the approval of the Act. The majority of votes cast must ratify the creation of the new municipality for it to take effect.

Upon ratification of the plebiscite, the President (Prime Minister at the time) shall appoint the first mayor, vice mayor, and eight municipal councilors.

They hold office until their successors, elected during the next local election, qualify to assume office.

The expenses for the plebiscite shall be borne by the local government unit concerned.

The Act took effect upon its approval on September 20, 1980.

The Batasang Pambansa in session assembled enacted the creation of the Municipality of Aguinaldo through Batas Pambansa Blg. 86.
