Executive Order No. 198 establishes the Military Service Board (MSB) to process claims for confirmation of WWII military services in the Philippines, providing a platform for veterans to seek recognition and benefits, supervised by the Philippine Veterans' Affairs Office and the Secretary of National Defense.

The new Military Service Board is supervised by the Philippine Veterans' Affairs Office (PVAO) under the general supervision of the Secretary of the Department of National Defense (DND).

The Military Service Board covers military services in the Philippines during the period beginning December 8, 1941 and ending July 3, 1946.

The Board is composed of a Chairman and four members nominated by the Administrator of the PVAO to the Secretary of National Defense, who appoints them.

The Board shall cease to exist one year after the date of effectivity of the Executive Order.

The Administrator of the PVAO is responsible for issuing the implementing rules and regulations, subject to approval of the Secretary of National Defense.

Funding shall be provided by the PVAO and the DND from their existing budgets, and if necessary, augmented by the President's Contingency Fund.

All orders, issuances, rules, and regulations or parts thereof inconsistent with EO No. 198 are repealed or modified accordingly.

The President relies on Chapter 7, Title I, Book III of the Administrative Code of 1987 and Presidential Decrees 1416 and 1772, which grant continuing authority to reorganize government.

The original Military Service Board under R.A. 8440 ceased to exist on January 26, 2001, leaving many WWII military service claimants' applications unprocessed, prompting the need for a new Board.
