The LTFRB establishes an "Anti-Colorum and Fare Monitoring Task Force" to ensure only authorized vehicles operate for hire and to enforce compliance with standard fare rates, safeguarding the interests of the riding public and legitimate franchise holders.

It is composed of: (1) designated LTFRB personnel as head; (2) representatives from Public Utility Buses Association; (3) Public Utility Jitneys Association; (4) Taxi Air-Conditioned Service Association; (5) School Transport Service Association; (6) Tourist Transport Service Association; (7) Truck for Hire Service Association; and (8) accredited DOTC NGOs.

LTFRB personnel duly designated act as the head. Apprehension and submissions of violations must be personally reported by the head to the Office of the Chairperson for appropriate action.

The task force apprehends or receives submissions of apprehension/violations; the head personally reports them to the Office of the Chairperson for appropriate action.

Member/s from a particular association are prohibited from apprehending vehicles and reporting violations pertaining to the denomination they are representing, to avoid controversies among competitors.

To avoid controversies between and among competitors in the transportation business—i.e., to prevent biased enforcement or competitive disputes.

They must submit to the Office of the Chairperson a list of their representatives.

It supersedes any and all issuances inconsistent with it.

It takes effect immediately (adopted on 02 December 2005).

The enforcement mechanism is intended to ensure that vehicles operating as for-hire are authorized by valid and existing franchises, protecting legitimate CPC holders.
