Abuyog, Babatngon, Dulag, Palo, San Miguel, Tacloban, Tanauan, and Tolosa.

Alang-alang, Barugo, Burauen, Capoocan, Carigara, Dagami, Jaro, La Paz, and Pastrana.

It redelimits/redivides Leyte into five representative districts by enumerating the municipalities comprising each district.

It repeals all acts or parts of acts that are inconsistent with Act No. 3788.
