Q&A (BATAS PAMBANSA BLG. 789)

The primary purpose of Batas Pambansa Blg. 789 is to constitute the sitios of Bagong Nayon, Cogeo Village, Makulis, Upper Kamias, Lower Kamias, Bulusukin, and Sapang Papasak, all in Barangay Dela Paz, Municipality of Antipolo, Province of Rizal, into a new barangay known as Barangay Bagong Nayon.

The sitios of Bagong Nayon, Cogeo Village, Makulis, Upper Kamias, Lower Kamias, Bulusukin, and Sapang Papasak are separated from Barangay Dela Paz to form Barangay Bagong Nayon.

Barangay Bagong Nayon is located in the Municipality of Antipolo, Province of Rizal.

Barangay Bagong Nayon is bounded by NaTulakin River, EaInalsan Road, Sa Marcos Highway, Barangay Sta Cruz, Barangay Cupang, and Nangka River.

The new barangay must be ratified by the majority of votes cast in a plebiscite conducted in the area affected within 120 days from the approval of the Act.

The Commission on Elections (COMELEC) conducts and supervises the plebiscite for the creation of Barangay Bagong Nayon.

The President of the Philippines appoints the first officials of Barangay Bagong Nayon after the plebiscite.

The first appointed officials hold office until their successors are elected and qualified in the next regular barangay election.

If the plebiscite does not result in a majority vote in favor, Barangay Bagong Nayon will not be constituted as a new barangay, and the sitios remain part of Barangay Dela Paz.

The expenses for the plebiscite are charged to the appropriations of the Commission on Elections provided in the current annual General Appropriations Act for plebiscites.

The law took effect upon its approval on April 27, 1984.
