Executive Order No. 19 establishes the Presidential Complaints and Action Committee (PCAC) to address complaints against government officials and improve public service in the Philippines, granting the PCAC the authority to investigate, recommend actions, and receive cooperation from all government entities.

To expedite action on complaints received by the Office of the President regarding the performance of duties by executive officials/personnel, and complaints against their acts, conduct, or behavior; and to encourage public participation to make government service more responsive.

The Chairman is authorized to utilize and allow the use of any form of transportation or means of conveyance in his official travels or those of Committee personnel.
