PRESIDENTIAL DECREE NO. 1201 dated September 26, 1977. It took effect immediately.
It is a nonstock, non-profit government corporation.
PIDS is attached to the National Economic and Development Authority (NEDA) for policy and program coordination.
To develop a comprehensive integrated, policy-oriented research program for national development plans and policies; serve as a common link/forum between government and research institutions; conduct research requested by government or arrange for others to conduct it locally and abroad; conduct joint studies with domestic academic/government/business institutions; and establish a repository for economic research information and related activities.
It may conduct and undertake such research, and it may arrange for research to be conducted by other institutions and individuals locally and abroad.
PIDS serves as the common link between government and existing research institutions and provides a forum where various research studies are discussed and evaluated.
To adopt/alter/use a corporate seal; collect/receive/maintain funds (from appropriations, donations, grants, gifts, bequests, loans) and apply income/principal to its aims; own/manag/hold necessary real and personal property; extend financial assistance and enter into contracts for lawful purposes where it has lawful interest; invest its funds to carry out its objectives; and generally do all acts necessary to carry out the decree.
The Board is headed by the Secretary of Economic Planning (or his representative) as Chairman, plus four (4) other members initially appointed by the President upon recommendation of the Secretary of Economic Planning.
They serve for a term of four (4) years. For the first four appointed members, one serves 4 years, one 3 years, one 2 years, and one 1 year respectively.
The successor appointee is appointed by the remaining Board members and serves only the unexpired term. If the remaining Board members do not constitute a majority, appointment is done by the President.

To formulate/adopt policies and measures for management/operation; appoint the President of the Institute (who comes from among the appointive Board members); approve staffing pattern; promulgate rules/regulations for powers/functions and internal operations (noting Chairman’s power to appoint/promote/discipline/remove personnel); manage financial affairs and approve annual budget; and periodically monitor and review programs/projects.
He is the executive officer. He prepares staffing pattern for Board approval (including qualifications, number, compensation); exercises control/supervision over personnel, staff, operations, internal administration in accordance with law and Board rules; recommends policies/measures to the Board; and submits an annual report to the Board covering operations, status of funded programs, financial condition, and budget recommendations for the ensuing year.
Any law/rule/regulation notwithstanding, PIDS may engage researchers/professional staff from other government offices and agencies to conduct specialized studies; they shall be issued appointments as Researchers Fellows or Research Associates and paid fees determined by the Board in addition to compensation they receive in their mother offices/agencies.
It is composed of personalities well-known in research relevant to national development and may include foreign scholars. Functions: advise the Board on selection and methodology of research projects; evaluate/announce/publish major research studies; and advise on other research activities needed for national development.
It is established as self-sustaining, consisting of contributions/donations/grants/loans, government subsidies, and other operating income. For initial organizational/operational requirements, an amount of P7,000,000.00 is appropriated from the National Treasury. Future operational funding comes from earnings of the Fund.
The NEDA annual budget includes an amount as determined by the NEDA Director General to finance PIDS research activities; other government agencies may also include necessary amounts for funding specific research activities. These contributions are distinct from the Endowment Fund and managed under separate account. PIDS must submit a work program with budget estimates by November 30 of the preceding year.
Donations/contributions/bequests/subsidies/financial aid to PIDS are exempt from taxes and are allowable deductions in full from the income of donors/grantors for income tax purposes. PIDS, its assets, acquisitions, income, operations, and transactions are exempt from all taxes, fees, charges, imports, licenses, and assessments imposed by the Republic or any political subdivision.
