Executive Order No. 172 creates the Labor Code Committee in the Philippines, tasked with studying and harmonizing labor laws and making recommendations for their amendment and codification.

To coordinate, improve, and harmonize existing laws, judicial precedents, and administrative policies/regulations affecting labor-management relations by adopting a progressive and all-encompassing Labor Code, guided by the constitutional mandate of social justice and protection of labor.

An urgent need for systematic and realistic adjustment of existing policies and procedures affecting government agencies, labor unions, work standards, employment, regulations, judicial remedies, compensation affecting farm and industrial workers, agrarian lessees, and government employees, including remedial legislative measures.

A Labor Code Committee.

To study, examine, and harmonize existing labor laws, policies, and regulations, and to submit recommendations for the amendment, revision, and codification of labor and social legislation of the Philippines.

The Presiding Judge of the Court of Industrial Relations.

Mr. Vicente A. Rafael, described in the EO as President and General Counsel, Philippine Labor Unity Movement; Labor Director, National Apprenticeship Council; and Labor Representative (for the L-M Advisory Council).

The Executive Judge of the Court of Agrarian Relations.

The Department of Justice and the Department of Labor.

It includes: the Presiding Judge of the Court of Industrial Relations (Chairman), the Executive Judge of the Court of Agrarian Relations (Member), a labor representative (Mr. Vicente A. Rafael) listed as Member, a DOJ representative (Member), and a DO L representative (Member).

The Committee shall meet at the call of the Chairman.

It is authorized to call upon any department, bureau, office, agency, or instrumentality of the government for information and assistance needed to perform its work.

It is authorized to secure such personnel, funds, and equipment as may be assigned or allotted to it.

To the President of the Philippines, before the opening of the regular session of Congress.

Its report and recommendations are meant to guide the amendment, revision, and codification of labor and social legislation—i.e., the eventual creation of a unified Labor Code.
