It cited Section 68 of the Revised Administrative Code as the basis for the creation.
It begins to exist upon the appointment and qualification of the mayor, vice-mayor, and a majority of the councilors, and upon certification by the Secretary of Finance that the municipality is financially capable of implementing the Minimum Wage Law and providing statutory obligations and essential services, and that Molave and Aurora can still maintain their governments and meet obligations after segregation.

The seat of government is at the barrio of Tambulig.
It provides a technical description starting from Point 1 at the intersection of Dipolo River and the National Highway at Dipolo Bridge, then specifies sequential directions, distances, and reference landmarks/points (including provincial boundary lines, National Highway, Pangil Bay, and Dipolo River course) until returning to Point 1.
The EO requires certification by the Secretary of Finance that Tambulig is financially capable of implementing the Minimum Wage Law and meeting statutory obligations and ordinary essential services of a regular municipality; and that Molave and Aurora remain capable of maintaining their governments and meeting obligations after the segregation.
To ensure that the segregation will not impair the ability of the parent municipalities to maintain creditably their municipal governments, meet statutory and contractual obligations, and provide essential municipal services.
The mayor, the vice-mayor, and a majority of the councilors.
It is a specific statutory obligation that the new municipality must be able to implement; hence the EO conditions the effectivity on the municipality’s financial capability to comply.
It expressly states that Molave and Aurora shall have their present territories minus the portions included in Tambulig, as delimited in the EO.
The Office of the Highway District Engineer of the Province of Zamboanga del Sur furnished the technical description based on a sketch of the map prepared and submitted by the same office.
It states the EO was done on December 27, 1957, and also notes “of the Independence of the Philippines, the twelfth,” indicating the time reckoned from Philippine independence year count used in official dating.
It is signed by Carlos P. Garcia, President of the Philippines, and attested/issued by Fortunato de Leon, Executive Secretary (as indicated in the text).
It implies the municipality must be able to perform the statutory and ordinary day-to-day services expected of a regular municipality, aside from implementing specific laws like the Minimum Wage Law.
All required elements are: (1) appointment and qualification of the mayor and vice-mayor and a majority of councilors; (2) Secretary of Finance certification of Tambulig’s financial capability to implement the Minimum Wage Law and meet statutory obligations and essential services; and (3) certification that Molave and Aurora remain capable after segregation.
