The primary purpose of the PIA is to provide for the free flow of accurate, timely, and relevant information to assist people in decision making and improve their quality of life, and to enable citizens to meaningfully participate in democratic processes.

The PIA is to be headed by a Director.

Core functions include establishing regional/provincial information centers, providing technical assistance to other government agencies, planning and implementing national information programs, assessing public information needs through polls and surveys, conducting research for policy formulation and program evaluation, upgrading communication skills through training, supporting indigenous media, and performing tasks assigned by the President.

The mission is to ensure the free flow of accurate, timely and relevant information to assist citizens in decision-making and enable meaningful participation in democratic processes, ultimately improving the quality of life.

Section 4 grants the Director of the PIA access to government media agencies not under his direct control for the purpose of disseminating development-oriented information.

The Advisory Council, composed of communication professionals and respected citizens, advises the PIA to ensure that the information needs of the people are met in the conduct of its activities.

All records, assets, and equipment of OMA, NMPC, MOI and their bureaus (except for the Bureau of National and Foreign Information, Bureau of Broadcasts, and Maharlika Broadcasting Corporation) are transferred to the appropriate units of the PIA.

The Director shall prepare an organizational structure embodying the necessary staffing requirements of the Office and is authorized to issue implementing orders, rules, and regulations with approval from the Ministry of Budget and Management for new staffing patterns and salary rates.

The PIA must prepare its operating budget in collaboration with the Ministry of Budget and Management according to existing laws, rules, and regulations, and future appropriations must follow regular government budget procedures.

The Executive Order took effect immediately on December 24, 1986.
