To create a Philippine Permanent Committee for the Joint Philippine-Romanian Scientific and Technological Commission, enabling cooperation under the relevant bilateral agreement.
Chairman: Dr. Melecio S. Magno (Chairman, National Science Development Board). Co-Chairman: Ambassador Leticia R. Shahani (Philippine Embassy, Romania). Vice-Chairmen: Ambassador Pablo R. Suarez, Jr. (Assistant Secretary for Economic Affairs, Department of Foreign Affairs) and Mr. Gabriel Itchon (Undersecretary, Department of Industry).
Members include Dr. Manuel Alba (Deputy Director-General, NEDA), Mr. Jose P. Leviste (Executive Director, Energy Development Board), Mr. Manuel Zosa (Assistant Secretary, Department of Agriculture), Mr. Antonio Aguenza (Assistant Secretary, Department of Natural Resources), Mr. Vedasto Suarez (Assistant Secretary, Department of Education and Culture), and Mr. Manuel Salientes, Jr. (Director, Development Management Staff, Office of the President), plus a representative of the President of the University of the Philippines System.
The Committee is empowered to promulgate its own rules and regulations as required to facilitate performance of its functions.
It may call upon the assistance of any government agency, corporation, or instrumentality, and any private entity on an ad hoc basis.
Such advisers as may be required shall be appointed by the Chairman with the concurrence of the Philippine Permanent Committee.

Yes. Secretariat services are to be extended by the National Science and Development Board “subject prospectively to the creation of a Permanent Secretariat therein as the need arises.”
Article VII of the Agreement states that the contracting parties agree to establish, within six months from the last notification of approval of the Agreement, a Joint Commission for Scientific and Technological Cooperation.
It is to be composed of an equal number of representatives from the contracting parties.
Meetings shall be held alternatively in the Philippines and Romania.
While the EO does not list specific operational tasks in detail, it empowers the Committee to promulgate rules and regulations, call upon assistance from entities, and coordinate the appointment of advisers for Joint Commission meetings.
