The purpose of Executive Order No. 69 is to create the National Organizing Committee for the Third ASEAN Meeting of Ministers Responsible for Social Welfare to prepare for and ensure the successful holding of the meeting in Manila in 1993.
The National Organizing Committee was created by President Fidel V. Ramos by virtue of the powers vested in him by law.
The Chairman of the Committee shall be drawn from the Department of Social Welfare and Development, and the Vice-Chairman shall come from the Department of Foreign Affairs.
Members include the Presidential Management Staff, Office of the Press Secretary, Congress of the Philippines, Department of Budget and Management, Department of Education, Culture and Sports, Department of Agriculture, National Nutrition Council, Department of Health, Department of Labor and Employment, Department of Tourism-Philippine Convention and Visitors Corporation, Presidential Assistant for Social Development, Department of the Interior and Local Government-Philippine National Police, Department of Transportation and Communications, and Department of Public Works and Highways.

The Committee has the power to create a Secretariat and Sub-Committees to assist in the performance of its tasks.
Yes, the Committee can call upon other government agencies, non-government organizations, private agencies, and individuals concerned to assist in its tasks.
An amount of Three Million Eight Hundred Thousand Pesos (P3,800,000.00) is allocated to cover the operating expenses of the meetings, which the Department of Budget and Management is directed to release immediately.
